PAYROLL & HR SPECIALIST (Temp)

PRIMARY FUNCTION:
The Payroll & HR Specialist is responsible for delivering accurate and compliant payroll processing while supporting core HR operations across the employee lifecycle. This role will support both the Canadian and US HR Managers, and ensures timely payroll execution, maintains HR data integrity, and supports employees and managers with payroll, benefits, and HR-related inquiries.
The position plays a key role in ensuring compliance with company policies, employment legislation, and collective agreements (where applicable), while supporting efficient and effective HR service delivery.
DUTIES & RESPONSIBILITIES:
Payroll Administration
- Process end-to-end payroll for hourly and salaried employees, ensuring accuracy and timeliness
- Maintain employee payroll records
- Review and validate timekeeping data, including overtime, shift premiums, and absences
- Reconcile payroll registers and investigate discrepancies
- Ensure compliance with payroll laws, tax regulations, and company policies
- Investigate Service Canada ROE Inquiries
- Process off-cycle payments, terminations, and pay adjustments in both Canada & the US
- Coordinate with external payroll providers (e.g., Dayforce, ADP) when applicable
- Prepare and submit payroll-related reporting (remittances, year-end filings, ROEs, T4s)
- Ensure payroll practices comply with employment legislation and internal policies
- Support payroll audits and internal/external reporting requirements
- Act as first point of contact for payroll related employee inquiries
- Key point of contact for upcoming Payroll integration project, migrating to global payroll provider
HR Operations & Administration
- Maintain accurate employee records in HRIS (e.g., SuccessFactors, Dayforce)
- Support onboarding, job changes, and terminations, ensuring accurate data entry
- Assist with benefits administration (enrollments, changes, inquiries)
- Prepare HR documentation (Job offer letters, employment letters, compensation changes, reports)
- Monitor, update and maintain employee files to ensure compliance and audit readiness
- Support time and attendance processes and reporting
- Assist with policy administration and employee communications
- Ensure HR practices comply with employment legislation and internal policies
- Identify and implement process improvements to increase efficiency and accuracy
- Act as first point of contact for HR-related employee inquiries
- Provide clear guidance on pay, benefits, policies, and procedures
- Support managers with payroll and HR processes, ensuring consistency and compliance

EDUCATION/EXPERIENCE:
Required – College Diploma in Payroll, or HR or equivalent combination of industry experience.
Preferred - Bachelor’s Degree or equivalent combination of education and experience.
Required - Minimum five (5) years’ experience in payroll, exposure to global payroll platforms a plus
Required - Minimum three (3) years’ experience in HR
Preferred – Certified Human Resources Professional (CHRP) designation
Preferred - Payroll Compliance Practitioner (PCP)
Preferred – US Payroll Experience
Required –Experience processing Hourly payroll in a unionized setting
TECHNICAL EXPERTISE:
- Strong understanding of payroll legislation (taxation, statutory deductions, ROEs, year-end reporting)
- Experience with payroll systems (e.g., Ceridian Dayforce, ADP)
- Proficiency in HRIS systems (e.g., SAP SuccessFactors)
- Advanced Microsoft Excel skills (data analysis, reconciliation, reporting)
- Knowledge of time and attendance systems and payroll integration
- Understanding of benefits administration processes
- Proficiency with Ontario employment standards (other provinces and USA considered an asset)
- Familiarity with Ontario Labour Relations and collective bargaining and agreements

The Annual Salary Range for this position is $60,000-$80,000.
